| Outline of Implementation |
- In addition to striving to strengthen collaboration with relevant institutions and groups, in order to contribute to the formation and operation of economic development projects in Northeast Asia, the Tokyo Seminars on the New Northeast Asia, which were addressed by key figures from throughout Northeast Asia, were held with the aim of ensuring that discussion of issues relating to Northeast Asia spread throughout Japan.
- In particular, with the aim of promoting understanding of problems and recent changes in Northeast Asia among decision-makers and intellectuals in the Russian capital, a symposium entitled The New Northeast Asia in Moscow 2004 was held on 14th May 2004, in partnership with the Institute of World Economy and International Relations of the Russian Academy of Sciences.
- In July 2004, during a meeting of the Northeast Asia Economic Conference Organizing Committee in Ulaanbaatar, discussions concerning the formulation of a vision for the economic development of Northeast Asia took place and the basic policy concerning work on formulating this vision was affirmed.

To gather, consolidate and analyze data concerning transport trends on the Japan Sea and the Siberian Land Bridge (SLB), and to consider techniques for revitalizing shipping routes in Northeast Asia and approaches to port development in the region, in order to put together a picture of the current status of and problems relating to the establishment of cross-Japan Sea shipping routes. |

- Transport trends on the Japan Sea
East Asia accounted for half of all global container flows in 2003, with Busan taking the top share of container volumes handled within the region, followed by Shanghai. Transit cargo via Busan Port is increasing and it is becoming a hub port. At Japanese ports on the coast of the Japan Sea, the volume of containers imported from China was particularly high.
- Trends on the SLB
Container volumes from the ROK and China via Russia to Europe, particularly Finland, are increasing.
- Revitalization techniques and approaches to port development
In order to enable Russian trucks to enter Japan directly, a car ferry route should be established or the existing passenger ferry between Vladivostok and Fushiki-Toyama used.

To look at the establishment of an international ferry linking Aomori Port and Vladivostok Port as a strategy for internationalization based on the outcomes of the project entitled Studies of a Transportation Strategy for Internationalizing Aomori Port, which was implemented in FY2003, exploring the potential for its establishment and proposing solutions to issues relating to the implementation of this route. |
| Outline of Outcome |
- As the main cargoes from Japan in the event that an international ferry route between Aomori and Vladivostok were established are predicted to be used cars, used construction machinery and related components, the current status of used car exports to Russia was ascertained, the used car trade in Toyama Prefecture was examined as an advanced case study and interviews conducted with major used car sales companies in regions forming the hinterland of Aomori Port. As a result, it became clear that there was adequate capacity to supply used cars and that demand in Russia is high.
- As cooperation with the Russian side is essential in order to establish a shipping route, in February 2005 we held a round-table meeting for the exchange of opinions, with the participation of interested parties from Aomori, Russia and also China, which is the hinterland of Vladivostok Port. The proposal to establish this route was welcomed by the Russian and Chinese participants as a project that could yield great benefits for all three countries concerned. Another round-table meeting, with interested parties from Aomori, was held in Aomori City in March. Many at this meeting were of the opinion that the establishment of this route would be of great significance, that it would be a project with major economic effects and that it would be necessary to conduct a more detailed survey concerning the realization of this project, in order to make the most of these economic effects.
- The next step needed is the implementation of a feasibility study in order to develop a detailed breakdown of cargo and volumes thereof, as well as clarifying passenger numbers and the specific type of ship, and identifying the optimum transport cost, profitability and the economic ripple effect in surrounding areas.

| Outline of Initial Purpose |
To gain an understanding of the situation regarding the use of various routes within the expanding Eurasian rail network, such as the Trans-Siberian Railway (TSR), the Trans-China Railway (TCR), the Mongolia route (TMR), the Northern East-West Corridor (NEW) and the Trans-Korean Peninsula Railway (TKR), and to examine the potential for Japanese use of these. |
| Outline of Outcome |
- International use of the TSR, which has demonstrated remarkable growth since 2000, had grown 3.2 times on the 2000 level by 2004. The main factors in this increase have been the runaway growth in transport rates on the All-Water route, which competes with these rail routes in transport to Europe, and also the booming Russian economy.
- The main cargoes are those originating in or destined for the ROK or China and Japanese use of the TSR is still low, but some Japanese companies have noted its speed and are showing a great deal of interest in that route.
- However, there are a number of problems affecting the TSR. In particular, the imbalance between eastbound and westbound cargo volumes is causing a severe lack of bogies at Vostochny Port, contributing to delays.
- With regard to transport to Central Asia, there has been a remarkable improvement in the competitiveness of the TCR.
- In addition to the existing TSR and TCR routes, trials are taking place of various routes linking China and Europe, such as the Mongolia route (TMR).
- The ROK is endeavoring to link the TKR, but there are many problems impeding progress with this project.

- While following the progress of oil and natural gas development in Far Eastern Russia and Eastern Siberia, the latest information was provided to interested parties within Japan, with the aim of promoting energy security within the region.
- Research focused on the potential for collaboration among energy-consuming countries (Japan, China and the ROK) was initiated and will continue into the subsequent fiscal year and beyond.
- Cooperation with the Northeast Asian Energy Community Project, presided over by the Northeast Asia Economic Forum (based in Honolulu), was also implemented.

- The outcomes of the preparatory process for this event will be used in the activities of the Environment Subcommittee that is due to be established under the auspices of the Northeast Asia Economic Conference Organizing Committee.

In addition, to hold a Russo-Japanese Greenhouse Gas Inventory Workshop that will be a forum for the exchange of opinions among relevant experts from both countries and to deepen understanding of technological, institutional and organizational issues relating to the compilation of a Russian inventory, while also investigating the matter from the standpoint of Japanese technological cooperation. |

On 24th - 25th February 2005, the Second Japan-Russia Greenhouse Gas Inventory Workshop took place in Niigata. Both the Japanese and Russian delegates made adequate use of the outcomes of the first such workshop (held in March 2004) and more advanced technical discussions relating to the creation of a more detailed inventory took place. |

- With regard to the content and implementation status of the Northeastern Regional Development Policy, information was gathered through local newspapers and internet sites and a 100-point project list was obtained, facilitating the formulation of an outline of priority policies in each province.
- Information regarding the Western Regional Development Policy was consolidated further.
- Economic trends in Northeastern China in 2004 were analyzed and the effects of the Northeastern Regional Development Policy explored.

- In addition to conducting thematic analysis of the Mongolian economy, a fact-finding survey focusing on regional economic development in Mongolia was implemented.

Recently, with the government making active policy efforts to promote direct investment in Japan, attracting foreign businesses at the regional level in order to revitalize regional industries and respond to internationalization is of increasing importance. This project will propose initiatives aimed at attracting foreign businesses to Niigata, based on the characteristics of Niigata City and trends both within Japan and overseas. |
| Outline of Outcome |
- Six questionnaires and other surveys (aimed at a total of 680 organizations) were implemented, four research committee meetings held (attracting a total of 62 participants) and information was gathered and disseminated. More specifically, the potential for attracting foreign businesses to Niigata was analyzed, studies of regions more advanced in this field were conducted, and surveys were conducted and proposals made with regard to such issues as the development of support systems, preferential measures and measures for implementing sales activities aimed at attracting foreign businesses to the area. These were used as a crucial argument in favor of Niigata City's implementation of measures aimed at attracting foreign businesses.
- Three companies involved in this research, including some leading Chinese companies, visited Niigata to conduct surveys with a view to establishing activities in the city and are conducting work aimed at establishing companies here. In addition, numerous companies with an interest in expanding into Niigata were identified.
