We have undertaken collaborative research (year two) with Niigata University Faculty of Agriculture and the University of Tokyo Graduate School of Agricultural and Life Sciences. Having identified the actual situation of the food industry linkages in Niigata Prefecture and China's Heilongjiang Province, etc., via questionnaire surveys and on-the-ground fact-finding, we reported that information at a session of the Northeast Asia International Conference for Economic Development (NICE). Further, at the NICE session, we put together case examples on the effect on local economies of food industry clusters in countries in economic transition, China, the ROK, Japan, and Hokkaido. |

Via on-the-spot inspection of the Suifenhe–Grodekovo route and presentation of research at international conferences, etc., we have been able to gather and disseminate a considerable amount of information regarding the state of affairs for the Trans-Siberian Railway, the ports of the Russian Far East and a section of the Sino–Russian border. |

This is a matter of taking China, and in particular the Bohai Bay Rim Economic Subregion centered on Tianjin and the northeastern region, as a production base which is combined in a bloc with Japan, educing the issues in streamlining distribution systems which would be conducive to the raising of the international competitiveness of Japanese firms, and proposing the desired course to take. This was a recommission from IBT Corporation as one link within the Ministry of Economy, Trade and Industry's fiscal 2008 research into the development of distribution and logistics streamlining systems. |

this fiscal year, has participated at the COP14 Poznan conference (December 2008), etc., and has linked that up to discussion at a session of the Northeast Asia International Conference for Economic Development (NICE). |

Together with pursuing the overall state of progress in the policy for the revitalization of China's
Northeast old industrial base, in fiscal 2008—while obtaining the cooperation of research institutions at home and abroad—we have investigated and researched the Greater Tumen Initiative, which is a regional revitalization policy concentrated on Jilin Province, and Changchun and the Jilin City area, where there are expectations for the development of the automobile industry. Additionally, we have continued to survey the follow-up work relating to the research on the Tianjin Binhai New Area which we moved forward in fiscal 2007 and its relationship with China's Northeast. |

In addition, we have cooperated on projects for the creation and analysis of an input-output table by the National Statistical Office of Mongolia. |

The National Land Formation Project and discussion of the Doshu regional system have moved forward, and amid the rapidly developing promotion of exchange in Northeast Asia by the grassroots local governments in the regions, including Niigata, we have followed up on the status of the formulation of the National Land Formation Project and ascertained the initiatives of the grassroots local governments (mainly initiatives for the establishing of maritime routes), heeding the ongoing theoretical leading of the relationships between Northeast Asia and the local subregions. |

The expectations have risen for the establishment of a Northeast Asia international ferry route, and amid the promise of the expansion of Northeast Asian economic exchange in the Niigata area and the economic stimulation that will accompany it, we have accepted a commission from Niigata City regarding the investigation and analysis of the various transportation routes of the countries on the opposite shore and the substantive distribution and movement of people, and investigative work on the potential thereof. |

We have supported the setting-up of the “Nagaoka City Study Group for the Promotion of the Utilization of Niigata Port and Harbour”, established for the promotion of the location of enterprises within Nagaoka City—which via use of Niigata Port has made the best use of the business expansion of enterprises within Nagaoka City and the industrial revitalization of the Nagaoka area, and of the advantages of Niigata Port—and we have undertaken reports at two study group meetings. |
