Northeast Asia International Conference for Economic Development
We put in order and validated several issues for realizing the continued socioeconomic development of Northeast Asia. In order to promote multilateral cooperation, carrying out the dissemination of information and making policy proposals to the countries and regions concerned, we organized an executive committee with Niigata Prefecture and Niigata City and held the “2010 Northeast Asia International Conference for Economic Development (NICE) in Niigata” on 25 and 26 January 2010. The conference - through its keynote addresses from financial and environmental experts, the special address from the Vice Governor of Heilongjiang Province, China, four session meetings at which specialist discussion and reports were carried out, and summaries and proposals - was attended by approximately 310 people (of whom 90 were from overseas).

In continuation from FY 2008 we staged the "2009 Japan-Russia Energy and Environment Dialogue in Niigata", with the objectives of: 1) obtaining an understanding of the recent situation for energy policy and development in Russia, where there are concerns about the influence of the financial crisis; 2) furthering mutual cooperation between Japan and Russia in all of the related industries in the development, transportation and processing of energy resources, and in the raising of efficiency in energy use; and 3) confidence-building between those involved in energy in Japan and Russia. |

In order to explore the impact which the global financial crisis, triggered by the Lehman shock of September 2008, has had on Northeast Asia, we have set up "The Global Financial Crisis and Northeast Asia Study Group" at ERINA, invited economic and financial specialists from various countries, and made reports thereon in the ERINA Report. In addition, we staged Session D "The New Trends in Northeast Asia with the Global Financial Crisis" at the "2010 Northeast Asia International Conference for Economic Development (NICE) in Niigata", and published the outcomes thereof. |

In the process we have deepened cooperation with energy-research-related institutions in China and the network for multilateral exchange of information, and Associate Senior Researcher Shoichi Itoh was invited as a visiting researcher by the Brookings Institution and the Center for Strategic and International Studies (CSIS) (both in Washington DC). |

Toward a Northeast Asian low-carbon society, we have investigated and researched the approaches on regional cooperation relating to the reduction of greenhouse gas emissions in the Post-Kyoto Protocol period. For FY 2009 in particular, along with participating as an observer at the United Nations Climate Change Conference COP 15 (Copenhagen, December 2009), we staged Session B "Post-Kyoto Protocol Period Environmental and Energy Cooperation" at the "2010 Northeast Asia International Conference for Economic Development (NICE) in Niigata", and made proposals toward regional cooperation. |

We have endeavored to ascertain the state of progress of Russian Far East development projects, in which the development of infrastructure for the staging in Vladivostok of the 2012 APEC summit and the development of energy-related infrastructure are ongoing. In addition, we have followed up on movements in the development policies by the federal government, including the "Strategy for the Socio-Economic Development of the Far East, the Republic of Buryatia, Zabaykalsk Krai and Irkutsk Oblast in the period up to 2025", decided upon in December 2009, and have submitted written pieces to external parties. |
